How Stage 2 works

Stage 2 is only available where Stage 1 has identified signs of structural instability. It begins with diagnostic intake and evidence submission, followed by independent review and a final written determination.

1.  Stage 1 indicates structural instability

2. Diagnostic intake submitted

3. NDA and evidence request issued

4. Payment completed

5. Evidence reviewed and diagnostic interview conducted

6. Final diagnostic determination report issued

What Stage 2 determines

Stage 2 identifies where structural instability has been confirmed across four diagnostic conditions.

Ownership

Accountability no longer aligns to a single decision owner.
    

Authority

Decision authority has migrated from the original approval structure without formal transfer.
    

Criteria

Approval criteria are no longer fixed, traceable or consistently applied.

Reopening

The decision is being challenged, reinterpreted or reopened without defined control.
